There are several levels of stupidity going on here &#38; you nailed 2 of them:
a) Driving IS a PRIVILEGE
b) A governmentally approved photo ID is not only a right, it's a * MUST *!
c) PASSPORTS!! 

(Though I'm not being contentious- yes, I KNOW I'm gonna get slammed by the sensitive.)

1. 
I have a strong hatred for this country's politics and the FACT that the so-called "Land of the Free" is anything but. 
As for "Home of the Brave"? Well, to live in America you actually NEED to be brave.. or STUPID. Or, too broke TO MOVE THE FUCK OUT OF THIS COUNTRY, due to the economic TRAUMA that is NOT GOING TO GET BETTER in ANY of our lifetimes'. 

2. 
RE: this absurd proposal, I am absolutely stunned. Our government is galaxies beyond corrupt &#38; believes "we the people" are incredibly STUPID.

*UNFORTUNATELY, there's some evidence HERE that backs that up.
POINTS IN CASE:

- The DMV &#38; Passport Agency requires THUMB-PRINTING. 
WTF!!??? Facial recognition program vs. THUMB-PRINTING.
I'd approximate that 7 of every 10 times someone see's me -whether in person or photographs- I am told I look like Kate Moss. 
I've played around w/facial recognition databases that match you to celebrities. 
EVERY TIME, using a variety of my photos, w/out fail I get Kate w/no lower than 91%. 
A few others listed that exceed 75% are Hilary Duff, Scarlett Johannson &#38; Angelina Jolie.
NOT A SINGLE ONE MATCHES KATE MOSS.

So YES- this proposal is the epitome of absurd.  

3. LYLE: We ALL are already tracked. Liberty in America is long gone. 

4. ANDREW: 
a) would you mind citing a legitimate source re: "..no one needs an actual license to drive. Driver’s Licenses are not supported by the American Constitution and are thus Fraudulent. Anyone may drive regardless of a plastic card that says so or not." 
I have NEVER found anything to support that.

b) ..and IF that is indeed true, why are you trying to obtain a NON-DMV license?
IF that's true, why don't you just drive without ANY license?

Even if that IS TRUE, *I* wouldn't drive without one &#38; I doubt many others would, too. 
The HWY Patrol &#38; Police have scanners ALREADY IN USE, that, from their vehicle they scan your license plate &#38; IMMEDIATELY are given info on whether or not the registered owner of the vehicle has a drivers license, whether that license is suspended/revoked AND whether the registered owner has current auto insurance. 
They do not even have to call anything in- it immediately gives this info on their computer.
SO if you like being pulled-over, possibly cited, possibly have the vehicle you're driving impounded, possibly be arrested..go for it. 
*I* prefer NOT dealing w/any of that &#38; I'm guessing, but I doubt anyone really does, even on principalities, alone.
